Rutledge & Associates is a government program delivery and technology firm led by Dr. Randy Rutledge. We help government prime contractors define and deliver work across Executive Program Delivery, AI Decision Support, Data Intelligence, and Mission Technology.
Our primary approach begins with awarded program requirements. We research the program, develop a delivery concept when useful, and validate the actual need with the delivery team. That conversation becomes the basis for an agreed work package and delivery plan.
We also consider direct government requirements and selected pursuit teaming aligned with our capabilities.

Leadership
Founder & Principal
Dr. Randy Rutledge brings more than 25 years of experience across technology management, health informatics, data analytics, and government and commercial programs. Her background includes work with Deloitte, BearingPoint, and Accenture, senior IT project management at the Centers for Disease Control and Prevention, and service as Vice President and public health systems line-of-business leader at ICF.
She combines executive program leadership with expertise in information systems, process improvement, AI, and data-driven decision support. An Army veteran and educator, she holds a PhD in Social Science, an MBA focused on information systems, and a master’s in Health Informatics focused on data intelligence. At Rutledge & Associates, she leads the translation of complex program needs into defined work, coordinated delivery, and clear accountability.
